I am a consultant that needs to place an advertisement in the NYS Contract Reporter for a muncipality. How do I do that?
Private-sector companies are not permitted access to submit ads online in the NYS Contract Reporter. State agencies, public authorities and public benefit corporations are required by statute to advertise bids in the CR. These agencies are required to know and follow applicable statute for this purpose. Other eligible entities like cities, villages, towns, etc. are also permitted to advertise in the NYSCR, advertising in the NYSCR is free for eligible entities.

If you are a consultant with a municipal client who must submit an ad for publication, that client (the municipality’s elected official or employee) must apply for access to enter ads in the NYSCR. They would click on “agency application” under Public Links, and submit the application for approval. They will receive their password and instructions on how to submit ads after I approve their application.

The first step would be to click on "Contact Us" link and ask the NYS Contract Reporter if an account exists for the municipality; and if so, who are the people listed who can enter ads for the municipality. We can help the municipality determine if an account already exists, or if the account is up to date, before creating a new account.

The system tells me that I have an invalid login - why?
Your username will always be your email address.  If you have ever had an account with the NYSCR and used your email address to create that account, the system knows you and will prevent the creation of a duplicate account.

If you have forgotten your case sensitive password, click "forgot password", enter the username/email address for the account, and the NYSCR will immediately send the password to that address. Make sure that your computer knows that you want to receive mail from the NYSCR so messages are not blocked by your spamfilter. Messages from the NYSCR are sent from: nyscr@intellisend.net

How can I use the Contract Reporter to find opportunities?
Go to www.nyscr.org, choose your user type (agency or subscriber) and log on with your username (entire email address) and password. Free access users log on as a subscriber type user. Passwords are case sensitive.

The NYS Contract Reporter publishes new opportunities daily, Monday through Friday. Newly published solicitations appear in "Current", that day's issue, and continue to appear as "Open" until the due date for bid responses has passed. Solicitations appear in categories, so you would select categories of interest and click on the title of the ad to open details about that particular solicitation. Each solicitation will contain a brief description of the goods or services sought, and complete contact information for the agency and purchase agent responsible for the purchase. 

Using the "search" function will allow you to search all "Open" solicitations for opportunities specific to your business. You can search by keyword, category, or by agency.

The archives are created daily when each issue is published. So the archives are an excellent way to view several issues at one time using the dated archives. The archives date back to 1998. Or, you can use the "search archives" feature (click that tab in the Soliciation Archives)  to conduct a keyword, category, or agency search to determine which agencies have purchased particular products or services in the past.  Using this information about agency purchasing patterns, you can then market your products or services directly to those agencies and ask to be placed on their bidders’ list for future opportunities of that type.

And don't forget to look at the quarterly listings of state agency projected procurements of $5,000 - $50,000 (SUNY/CUNY $10,000-$50,000) and semi-annual listings of projected purchases of $200,000 or more. Although these are listed by category only, it does help to target your marketing efforts for those agency's conducting these discretionary purchasing opportunities.

How do I search the Archives?
The NYS Contract Reporter is an official publication of the state of New York and maintains the archives as part of the public record. The archives date back to 1998, when the NYSCR was first published online. The archives are useful to find a specific bid solicitation, to research agency purchasing patterns, or find contact information at specific agencies.

Log onto to the website at www.nyscr.org, select your usertype (subscriber) and log on with your username (email address) and case sensitive password.  View the right-hand side of the page.  Under "Site Links" click on Archived Solicitations (third link down). 

You can either select the issue you want to view from the archives; or, click on the "search archives" tab and you can search by a keyword, category or by agency. The date range default is for one year from today's date, so if you want to search for a longer period, click on the "month/date" arrows on the left hand calendar to go back one month (single arrow) or three months (double arrows) at a time. The month/date will change and you need to lock in the date of that month/year by clicking on the day of the month, which will then highlight in yellow, locking in the date range selected. Then click on "search", and the system will return all matches for your selection, displaying 10 per page for display.

What happened to Category 7?

Category 7 has been combined into Category 8 Equipment Rental & Leasing and Category 9 Equipment Purchase, Service, Repair or Installation.  If you set up your Category profile, under “Manage My Account,” to include both of the above you should be able to receive the ads that used to be posted in Category 7.  You can also do a keyword search on “Current Solicitations” for the product or service opportunity you are looking for.

Why can’t I contact the Contract Reporter by telephone?
The Contract Reporter is strictly web-based and contact may be made through the website at www.nyscr.org by clicking on “Contact Us.”  We try to get back to you as quickly as possible.

Many questions may be answered right at the website by checking the online information, frequently asked questions, and the user guide.  Please check the information there before you contact the Contract Reporter.

What if I forget my username / password?
Your username will always be your email address.  You can also use the Login Help.
 
NOTE:  Make sure you have a valid email address.  If your email address changes, be certain to click on "Manage My Account" to replace your old email address with your new one.

How does a company located outside of New York State obtain the ability to do business with New York State?
A foreign business corporation may apply for authority to do business in the State of New York by filing an Application for Authority pursuant to Section 1304 of the Business Corporation Law. The Department of State has prepared a booklet entitled "Filing an Application for Authority in New York State." You may visit their website at www.dos.state.ny.us for assistance.
